1 Introductions, apologies and substitutions and declarations of interest
1.1 The Chair welcomed Members to the meeting of the Children, Young People and Education Committee.
1.2 There were no apologies.
2 Services for care experienced children: exploring radical reform - Ministerial scrutiny session
2.1 The Committee heard evidence from the Deputy Minister for Social Services.
2.2 The Deputy Minister agreed to provide the following;
- further information on the radical developments taking place including the four draft standards that have been produced;
- clarity on the percentage of children’s services staff in Wales who are agency workers;
- when available, feedback from the independent review into parenting assessment placements; and
- further information about the long-term
funding of parental advocacy.
3 Papers to note
3.1 The papers were noted.
4 Motion under Standing Order 17.42(ix) to resolve to exclude the public from the remainder of this meeting and for the whole of the meeting on 27 September
4.1 The motion was agreed.
5 Services for care experienced children: exploring radical reform - consideration of the evidence
5.1 Members, organisations and children and young people discussed the evidence they had heard in the previous session.
5.2 The Committee to write to the Deputy
Minister to follow-up on some of the issues raised.
6 Welsh Government Draft Budget 2024-25 - consideration of the approach
6.1 The Committee agreed its approach to
scrutiny of the Welsh Government draft budget.
7 Do disabled children and young people have equal access to education and childcare? - update on the inquiry
7.1 The Committee received an update on the inquiry.
7.2 Members agreed additional oral evidence sessions with medical and allied health professionals representatives.
